Expert ARF Consulting & Licensing in California.
We specialize in Adult Residential Facility consulting, comprehensive program design builds, and complete CDSS licensing packets so you can open your doors faster.
The ARF licensing process is a regulatory maze.
Most applicants don't realize the full scope until they're already deep in — and one missed field can delay your license by months.
21+ State Forms
The CDSS Part A application requires over 21 separate forms — each with dozens of fields that must be perfectly consistent across every document. One mismatch and the entire packet gets returned.
15 Narrative Documents
Part B requires detailed policy documents covering staffing, emergency plans, admission policies, personal rights, and more — each demanding specific Title 22 CCR and Title 17 CCR citations.
Compliance Landmines
CDSS and the Regional Center both have their own checklists and requirements. Most applicants don't discover the rules until their packet comes back rejected — weeks or months later.
Regional Center Vendorization
After CDSS approval, serving Regional Center clients requires a separate 48-section Program Design. That's another 80+ page document with level-specific requirements under Title 17 CCR.
Three steps to a submission-ready application.
You don't need to learn the regulations. You don't need to fill out forms. You just need to tell us about your facility.
Discovery Call
We discuss your situation — entity type, facility location, capacity, and timeline. We outline exactly what you need and answer every question. No obligation, no pressure.

These three came to us privately rather than through Google, so there's nothing to click through to. Take them for what they are.
Terry was so helpful. I was nervous starting this process, but because of him everything went so smooth and ultra quick. I couldn't be more happy. Thank you, Packet Ready.
Terry was very professional. He walked us through the whole submission process. We didn't have to wait days for a response when we called, and the quality of the documents we received was way above what we paid for.
When I first heard how fast these documents could be done, I didn't believe it. But after hearing it from more than one person I know, I decided to give it a try. Not only was it done quickly, I don't see how it could have been any better. Accurate, and made just for our facility. It only took one correction, and we were able to submit that correction back the same day.

Corrections are for packets we didn't build, priced by line items on the deficiency notice — $400 for 10 or fewer, $800 for 11 to 20, $1,200 for more than 20. Corrections on our own work are covered below.
Revisions, in plain English
If the reviewer asks for it, we fix it — free, every time, no limit. Any change CDSS or your Regional Center requests on a packet we built is included. That isn't a courtesy; it's the deal.
If you ask for it, your first two rounds are free. Changed your address, adjusted capacity, revised your staffing plan — no charge, twice. After that we quote the change before we touch it, based on what's actually involved. You approve the number first. You will never see a surprise invoice.
The parts only you can do
We build the documents. A few steps in this process are yours by law, and no consultant can take them off your plate.
You sign your own application. California requires the applicant to sign the LIC 200 under penalty of perjury, attend the CDSS orientation personally, and complete their own Live Scan. Nobody can do those for you — and any consultant who says otherwise is telling you something that isn't true.
No obligation. We discuss your situation and answer every question before you commit.

Speed, and Why
Most consultants assemble these packets by hand. We don't. Your documents are generated by a system our founder built and are then reviewed by him personally — which is why work that takes others weeks takes us days.
Accuracy
190+ automated compliance checks across forms, narratives, and Program Design catch errors before CDSS or the Regional Center ever sees your application.
Built From the Code
Every document is built from Title 22 CCR, Title 17 CCR, the official CDSS form instructions, and Regional Center evaluation checklists — read directly, not picked up secondhand. See the regulatory guide and judge for yourself.
Complete Service
From initial CDSS application through Regional Center Program Design — one consultant, one process, one flat fee. No piecemeal billing, no surprises.
Transparent Pricing
Flat-fee pricing from $1,500, all published on this page. No hourly rates, no hidden fees, no scope creep. You know exactly what you're paying before we start.
Audit-Verified
Every document passes a three-layer compliance audit before delivery. Issues get caught and fixed by us — not by the state.
Everything you need to know.
We'd rather tell you this than have you wonder how a 170-page packet gets built in days. Consider what the alternative actually means: a person retyping your facility details into 500+ fields across 21 forms and hoping every one matches. That's not craftsmanship — it's how applications come back returned. You're not paying for hours of typing. You're paying for a packet that's right the first time, and for someone who fixes it free if a reviewer disagrees.
Complete CDSS Application — your Part A forms plus all 15 Part B narratives — is $2,200 Standard or $3,000 Premium. Regional Center Program Design, the 48-section document for vendorization, is $2,600 Standard or $3,400 Premium. Both together is $3,600 Standard or $4,500 Premium, saving you $1,200 or $1,900 versus buying them separately.
If you only need one piece, Part A alone is $1,500 and Part B alone is $1,800. Corrections to a packet someone else built run $400, $800, or $1,200 depending on how many line items the deficiency notice lists. Every price on this site is a flat fee.
Your rate scales with your approved service level, and the levels run 1 through 7 — higher numbers mean more staffing and consultation, and a higher rate. We write your Program Design to the level you're seeking. If you're not working with a Regional Center you don't need one, but most ARFs do.
