I'm an engineer, not a career consultant. That turns out to be the point.
ARF licensing looks like a paperwork problem, but it's really a data-consistency problem. The same facility details have to appear identically across 21+ forms, 15 narratives, and a 48-section Program Design — each grounded in the right section of Title 22 or Title 17. People are bad at that kind of work. Software is very good at it.
So I built the software. It took months — reading Title 22 and Title 17 end to end, then again, working through the CDSS form instructions and the Regional Center checklists until the rules could be encoded rather than remembered. What came out of that is a system that builds your packet from a single source of truth and audits it against 190+ compliance rules before anything reaches you.
That work is why your packet is accurate, and it's why turnaround is days instead of weeks. Cross-form contradictions — the most common reason CDSS sends an application back — don't survive to submission, because catching them isn't left to somebody's attention span at 11pm.
Then I read it. Every packet, before it goes out. The system catches what systems are good at catching; I catch the rest. There's no account manager, no offshore document team, and no handoff. If something in your application is wrong, it's mine to fix — which is exactly why every correction a reviewer asks for is free.

What I bring
An engineer's answer to a paperwork problem. I built and maintain the system that generates and audits every document Packet Ready delivers. It isn't a template pack and it isn't a typist — it's a compliance engine I wrote, and I keep it current as the rules change.
Primary sources, not hearsay. Everything is built from Title 22 CCR, Title 17 CCR, the CDSS forms and their official instructions, and Regional Center evaluation checklists — read directly, not learned secondhand from other consultants.
My own eyes on every packet before it leaves, and free corrections for as long as a reviewer keeps asking.
What I'm not
Not an attorney. I prepare documents. I don't give legal advice, and if your situation needs a lawyer I'll tell you so.
Not CDSS, DDS, or a Regional Center, and not affiliated with any of them. I can't influence a decision, expedite a review, or promise you an approval. Nobody outside those agencies can.
Not a certified ARF administrator — and that certificate isn't required to prepare an application. Yours is the one that has to be certified, and I'll point you to the training if you don't have it yet.
The only credential that should matter to you. Not a title I could claim on a webpage — the actual work. The complete sample packet and Program Design are on the portfolio page, free, no email required. Read them. Compare them to anything else you've been quoted. If the documents aren't obviously better, don't hire me.
