Every Document Your ARF Application Requires.
We deliver the full Part A form set for your entity type — cross-referenced and checked — along with all 15 Part B narratives and a complete 48-section Regional Center Program Design.
CDSS Application (Part A)
Part A demands consistency across 21+ state forms — LIC 200, LIC 215, the LIC 400-series, LIC 500, LIC 508D, LIC 610D, LIC 999 and more, with the exact set depending on your entity type. We populate over 500 individual fields and keep every one of them consistent across documents. Cross-form contradictions cause rejections. We prevent them through precision.
- 21+ required CDSS state forms
- 500+ fields precisely populated
- Cross-form data consistency mapping
- 55+ mandatory compliance logic rules
Part B Narrative Documents
Part B requires 15 distinct policy documents rooted in law. We provide authoritative narratives referencing Title 22 CCR (§85000) and Title 17 CCR (§54000) where appropriate. We establish your personnel policies, emergency disaster plans, admission procedures, personal rights frameworks, and infection control protocols.
- 15 compliant narrative policy documents
- Dual Title 22 and Title 17 citations
- Personnel and training frameworks
- Emergency, Admission, & Infection Control
Regional Center Program Design Builds
Regional Center vendorization requires a written program design under Title 17 CCR §56013. Ours runs 48 sections and 80+ pages. We structure your behavioral support protocols, staffing ratios, and service descriptions, then check the whole document against your Regional Center's review checklist before it goes out.
- Our 48-section format, built to the §56013 requirements
- Written to your approved service level — 1 through 7
- Behavioral support and staffing protocols
- Checked section by section against the reviewer's checklist
Three-Layer Compliance Auditing
Every packet goes through a three-layer compliance review before it leaves us. We apply 55+ logic rules to Part A, 90+ regulatory citation and content checks to Part B, and review all 48 sections of the Program Design. Errors get found and fixed on our side, not by a CDSS analyst two months later.
- Part A review (55+ cross-form and entity rules)
- Part B review (90+ citation and content checks)
- Program Design validation (all 48 sections)
- Every issue documented and resolved before delivery
Corrections to Another Consultant's Work — from $400
Already submitted and got the packet back? Send us the deficiency notice. We read what the analyst actually flagged, isolate the regulatory gap behind it, and amend the affected forms and narratives so you can resubmit. Priced by how much came back, counted as line items on the deficiency notice: $400 for 10 or fewer, $800 for 11 to 20, $1,200 for more than 20. Corrections on our own work are free when the reviewer requests them.
- Line-by-line deficiency notice analysis
- Targeted regulatory and structural corrections
- Form and narrative alignment fixes
- Fast turnaround for resubmission

Revisions, in plain English
If the reviewer asks for it, we fix it — free, every time, no limit. Any change CDSS or your Regional Center requests on a packet we built is included. That isn't a courtesy; it's the deal.
If you ask for it, your first two rounds are free. Changed your address, adjusted capacity, revised your staffing plan — no charge, twice. After that we quote the change before we touch it, based on what's actually involved. You approve the number first. You will never see a surprise invoice.
What we don't promise
We don't guarantee approval, and you should be skeptical of anyone who does. Licensing decisions belong to CDSS and your Regional Center, and they can ask for things no consultant can predict.
What we do promise: the packet leaves here complete, internally consistent, and grounded in the current regulations — and if the reviewer wants something changed, we change it for free.
No obligation. We'll discuss your situation and answer every question before you commit.
