The California ARF Licensing Checklist.

Every form, clearance, and document required to open an Adult Residential Facility — in the order you actually need them. No email required to read it.

Most people find out how much an ARF application involves only after they've started one. The short version: five phases, roughly 36 separate documents, two regulatory frameworks, and three separate agencies that each have to sign off. Below is the whole sequence, written out.

This is the same checklist we work from. You are welcome to use it and do the whole thing yourself — plenty of people do. It's here because a licensing process this opaque shouldn't be a secret you have to pay to learn.

Phase 1

Before you touch an application

Typically 4–8 weeks

  • Decide your entity structure. Sole proprietor, LLC, corporation, or partnership. This determines which conditional forms you'll need later, so changing your mind mid-application means redoing paperwork.
  • Complete the CDSS orientation. Required before you can submit. There's a fee, and you'll receive a certificate you must include with the application.
  • Identify your Administrator. ARFs require a certified Administrator. If that's you, budget time for the certification program and exam — this is the step that most often delays an otherwise-ready application.
  • Secure the property. Zoning must permit residential care at your capacity. Verify this with the city or county before you sign anything.
  • Decide your capacity and Service Level. Level 1 through Level 6 determines your staffing ratios, your Program Design content, and your Regional Center reimbursement rate. It affects nearly every document downstream.
  • Line up your finances. You'll have to document your ability to operate for a period without revenue. This is a real evaluation criterion, not a formality.
Phase 2

Part A — the CDSS forms

21 forms, 500+ fields

The forms themselves are public — you can download every one of them from the CDSS Community Care Licensing forms page. Getting them is the easy part. Here's what actually makes this phase hard:

  • Consistency is the whole game. Your capacity, your entity name, your address, your staffing counts and your financial figures appear on many different forms. Every instance has to match exactly. Cross-form contradictions are the single most common reason a packet comes back.
  • Which forms you need depends on you. A sole proprietor and a three-member LLC file different sets. Getting this wrong means either a returned packet or weeks of avoidable back-and-forth.
  • The staffing schedule has to survive arithmetic. Your 24-hour coverage has to actually work out against your capacity and Service Level. Reviewers check this, and a schedule that doesn't add up is an immediate flag.
  • Your financials have to tell one story. Budget, funding sources, and projected operating costs are cross-checked against each other and against your stated capacity.
  • Use current form versions. CDSS revises forms. Pull fresh PDFs rather than reusing a copy someone emailed you — submitting a superseded version can get a packet returned on its own.
  • Nothing can be left blank. Fields that don't apply need to be marked as such, not skipped. Blanks read as incomplete.

Budget real time here. Most applicants underestimate this phase by a wide margin — not because any single form is difficult, but because keeping all of them in agreement is.

Phase 3

Part B — the narrative policies

15 documents

These aren't forms — they're written policies you author, and they need to cite the regulations they satisfy under Title 22 CCR §85000–§85088.

  • Administrative organization and organizational structure
  • Facility program description and statement of purpose
  • Financial projections and plan of operation
  • Personnel policies and job descriptions
  • Inservice training plan
  • Admission, retention, and discharge policies
  • Personal rights policy
  • Emergency and disaster plan narrative
  • Health-related services and medication policies
  • Infection control procedures
  • Discipline and behavioral policies
  • Menu planning and nutrition
  • Transportation policy
  • Community resources and integration
  • Records management and confidentiality
Phase 4

Clearances and submission

CDSS review typically 60–90 days

  • LiveScan background clearance for every owner, administrator, and staff member with client contact. Start early — this is a common bottleneck.
  • Fire clearance from your local fire authority. Requirements vary by capacity and by whether residents are ambulatory.
  • Pay the license fee. The amount scales with your licensed capacity; confirm the current schedule with CCLD.
  • Submit to your Regional Office — not to Sacramento. Find the correct office for your county before mailing anything.
  • Prepare for the pre-licensing inspection. A licensing analyst will visit the facility.
  • Respond to any deficiency notice promptly. The clock on your application does not stop while you're drafting a response.
Phase 5

Regional Center vendorization

Separate process, separate agency

A CDSS license lets you operate. Vendorization is what lets you actually receive client placements and monthly reimbursement. It's governed by Title 17 CCR §54000–§56074 — a different framework entirely.

  • Write your Program Design. 48 sections, typically 80+ pages, level-specific. This is the document Regional Centers evaluate you on.
  • Match your Service Level. Your staffing ratios, behavioral support protocols, and rate all follow from it.
  • Submit through your Regional Center's provider process — each of the 21 Regional Centers has its own intake, and their checklists are not identical.
  • Expect a review meeting. Be ready to speak to how your program actually operates day to day, not just what the document says.
